12. Programming and its execution for skill development /capacity building of State Health Department's administrative and managerial structure. 
13. Execution of special service need based training course for public health workers.
14. Organizing Training of the Trainers (TOT) for field related master trainers.
15. Conducting Health care related research programme.
16. Operational research related to Healthcare organization development, strengthening and policy reforms. 
17. Recording and data management related to health care services.
18. Develop partnership at National & International level for upgrading Health care services.
19. Under national programs, coordination with other departments and voluntary organizations.
20. Collaboration with various government and non-government sectors agencies and bodies.
